How is the difficulty of finding a job in Bergen or Oslo

First of all, I come from Macau and I have Portuguese citizenship.
I have a Bachelor's degree in Computer Science and a CCNA certificate.
But I know zero Norwegian. It will take some time to learn it.
If I want to find a job related to networking, what is the level of difficulty?
